Yes the obd II port & front lighter are on the same circuit..

I had this happen to mine, but had a blown #29 fuse due to bad lighter element shorting to ground.

On my pickup the CEL came on, no power on the diagnostics port, replaced the fuse and it cleared the CEL light. Test the fuse for power at each side. There might be a fuse box problem.

Thanks for all the help. After checking multiple things, I found a wire that was broke/cut/disconnected under the dash. Luckily it was just hanging and never contacted anything. Ive had this car for a year and a half now so there is no telling how long its been like that. Anyway, problem solved and i can finally use my bluetooth OBD2 and get all my diagnostics on my phone. Isnt technology great?!
