Does this BM resistor really need to be replaced?

Thanks for your replies, everyone. Sure enough, even after using an eraser on the contacts, the blower still only works on the highest setting. Guess I'll be sinking in $20 for a new one.
I checked the cowl and that was still on good, no way for water to get past it as far as I could tell. People have been talking about these drains, both of which I think I found on either wheel well in the front. I opened the flap and couldn't really find any debris to speak of in there... Where does drains originate?
