Nope; that's an HVAC air inlet door actuator.......I think GM only sells the actuator as part of the door lock assembly rather than seperately.

I tried cleaning up and oiling the actuator and that did not work. I bought a new lock from the dealer for ~$100 and it was a simple install. Lock works great now.
