To test it; disconnect the hoses on both sides, blow into one side. If it is free flowing, it's bad. It is "normally closed".

New prob this morning..hadn't started cleaning intake yet and was going to start it to move it and it cranks fast but will not start..it's never done this before..starter sounds weird I can hear a thump from the exhaust but it won't hit..sounds like it's out of time?...HELP!..lol

Hearing the pump is one thing - confirming that the fuel rail actually has fuel is a secondary test as the pump may be running, but not actually pumping fuel.
Did you check the evap solenoid as per OldBlues suggestion and video on page 1 of this thread? it's like a 5 minute test - and it's free. Rule out the simple things first is the name of the game here.
