You could have a "special present" in your filler from the neighborhood kids, or just some random person being a snot if you're HHR is parked outside overnight.

Must be some form of a restriction in the filler tube imo..

If you got it from Dealer, have you reported this problem ?

If you're "squeezing" in a few more drops and its overflowing, just let the pump shut off at the first click, overfilling can do some serious damage to the EVAP system and cost you some dough to rectify.
