This was a problem on an '07 used HHR that I was looking at purchasing.
Really sucks in the winter because by the time you get out to drive it again, it's no longer moisture but frost on the inside of the windshield. You then have to run the car to defrost it or scrape the inside AND outside of the windows.
I never did figure out why the one I test drove did that. Instead I purchased a new one and it's only happened once since and that was a warm day that I had the windows down but a cold night. I think I trapped moisture in that day.
