Sorry about a little confusion/ typo error not 34 but pin 31. Fingers little to big for small phone.
Going to try and determine tomorrow why power steering in general not working because not connected to TCM, maybe 2 things happened at once.
Will do check for power at fuse pin holes at boxes as needed for each circuit.
Will do, check all the harnesses for any damage or wear under the hood.
Going to wait till Monday to try replace fuse box under hood engine compartment

No recalls according to web site link below.

Sorry read it wrong pin 32 should have battery voltage.

If there is continuity between pin 49 TCM and the TCM case the TCM is fried.
I am betting that the power steering is the problem. Is there a message on the DIC? I'm thinking the fuse box connector; is there power to the small red wire outside the fuse box (key on).
If the PS motor is bad there is an extended warranty involved.

No continuity between pin 49 and tcm module case.
DIC ? Dash instrument cluster ? yes there is a message for power steering.
Have power to red wire key on.
Also have battery voltage on pin 32 TCM harness.

Checked red wire to power steering module for power at module. Have battery volts.
Checked power coming out of the PSM going to motor. No power to motor key on.
Checked power on pink side going into PSM . Have battery voltage.

I read another article about Chevy recall on the torque sensors for the PSM to replace.

Can this be the power steering problem, or is the PSM fried.

Also can the power steering problem be the rest of the problems with the car? Don't think Chevy wants you to drive it without power steering?

I believe it was latter amended to include ALL HHRs as an EXTENDED WARRANTY (not recall). There is usually a fight with the dealership involved; if it is too much hassle the replacement part number is included the part is under $100 and 10 minute job.

OK Don Thanks for all the help again really appreciate everything. Will visit the dealer asap to see what happens, will go from there.
Little confused though the recalls you sent are to replace the MOTOR KIT, P/S ASST. I took a voltage reading going from PSM to motor. No power going to motor which might mean it's good.
Does the kit include more parts like the Torque sensors or control module?

The red wire on the fuse box is the PS power. The other 2 A fuse is the PSM; I don't know how the PSM works. The kit is motor only.

Ok sending a link to a wiring diagram for the entire car a 2005 cobalt. This the same for most HHR. Go to page 21 it is the power steering circuit to a tee. Physically matches whats in the my car. Let me see if I can explain this. The red wire coming from the fuse box up to the control module has power 12.4 volts. The power lead to the steering motor coming out of the control module with engine running has no power. The pink wire coming from the BCM to the steering control module also has 12.4V So both leads doing what intended. Also check the ground sides of these connectors they all have continuity. As you will see on the diagram there are something called torque sensors. Wondering if these can be the problem or is it the control module.

12.4 volts is a dead or damaged battery.
