When I bought my 2008, there was a similar 08 at another dealer but without the running boards, thought it would be a good idea to have them.
Just before I signed the sale agreement, the salesman says, "hey, looks like you are getting the running boards and autodimming mirror free."
So, maybe they are not standard in Canada, but a no-cost option?

Well that would make it too dangerous to stand on and drive the car with the window open and a 2x4 to the gas pedal, now wouldn't it!

In all seriousness, I have stood on mine before while waxing. Held my 185 lbs ok......

Ya, I don't think they'd make it look like a step and expect no one to ever step on it. That would be a design flaw. Then wagoneer would be at the dealership demanding a free "No-Step" sticker.
