Fog lights won’t disable high beams. It’s the other way around. Turning on high beams disables the fogs.
The last 5 vehicles I’ve owned have had factory fog lights. They all worked like I described.

Yes, if the high beams are on, you can push the fog lights button as much as you want, they're not going to turn on.

So just for clarity, you push the multifunction switch (stalk) away from you, the little blue light in the instrument cluster(signifying high beams) comes on, but the headlights turn off?

You folks have triggered my OCD. Off to read the manuals from my 2010 HHR and another 2010 GM car

OK, I'm back.

The 2010 HHR manual says:

The ignition must be on to use the fog lamps.

[fog lamp symbol] : Press to turn the fog lamps on and off. An indicator light on the button comes on when the fog lamps are on.

The parking lamps automatically turn on and off when the fog lamps are turned on and off.

The fog lamps will turn off while the high-beam headlamps are turned on.

Some localities have laws that require the headlamps to be on along with the fog lamps.

Last night I actually ran with fog lamps for the first time I actually remember. Didn't need them, wasn't foggy, just wanted to try and be familiar. I never had cars with them until a couple years ago.

And now back to the issue at hand, the high beams are not working. We shall wait till the OP comes back and reports any progress and or resolves the problem.

Doesn’t look like he’s coming back. Shame. Would have been nice to know if he fixed it.

Still no high beams

Took a piece of wire and grounded the relay and high beams come on. Signal wire to relay not getting a signal !! Sending to shop now!! Not going to pull fuse box out. To many wires to mess with!!
