That tape looks like normal factory wire loom taping. Lots of automotive wiring has tape that looks similar to "Duct Tape".
Here's a picture of mine when I had my console out years ago. If you zoom in, you'll see that same black tape.

I will just keep pulling carpet back until I find this immobilizer and see if I can fix the wiring. So far one of my wiring repairs isn't getting warm when soldered together so hoping I can keep making positive repairs and solve this horn not working.

No dice
Immobilizer found and wasn't hooked up to anything. Horn still does not work. Going to try cutting a wire or 3 and tie into them like my high beam fix as there are no tan wires that have been touched. Guess i just have more mysterious dead wires that nobody else has.

So I repaired the wiring that was repaired with butt splice connectors and soldered and heat shrink wrapped everything, but the horn still doesn't work.
So i went to the horn to test someone's theory about a bad ground and the ground i good. There is no voltage going to the horn.
When you push the horn switch there is no power to the relay.
Tested the horn switch it is working to the connector in the steering wheel.
Now I am lost on where the wiring is from that point.
I took the lower part of the dash apart and took the drivers seat out and cannot locate the wires coming down from the steering wheel to keep looking for a bad connection.
Does anyone know where the wiring goes from the steering wheel to?
It almost looks like it goes through the firewall to the fuse block, but that is off feel not actually seeing the wires.
Also curious is fault code C0899 device 1 voltage low might have something to do with this?
I didn't pull the wiring off the BCM yet to check if between the horn and there is the bad wire.
