Update

Ok well I screwed up putting the rings in and the car was smoking so bad I was using a quart of oil in a 4 mole trip. So rebuilt the engine again and everything is working ok but i keep getting code p0107 and I have checked the input wire I have 5 volts and I get different readings of the green wire when the engine is accelerate. But my biggest concern right now is the traction control light is on and I dont know why or how to turn it off. Any suggestions

Traction control may be shut off because of that engine code...

Check the MAP sensor , for loose wires, and possibly change it

Ok I checked the wiring to the map sensor and I have 5 volts at the gray wire and o at the other 2 . I changed the sensor already. So with the key on engine off if I take the sensor out but leave it plugged in and I put my meter red lead touching the green. Wire the black lead to ground and I pull vacuum on the sensor I get a voltage change from 5 to zero volts. But when I install the sensor and start the engine I get nothing zero voltage at the green wire. Now my question is when I change the intake manifold gasket there is this squarish gasket with a plate inside of it could I have put that on backwards or up side down to where there is no vacuum to the sensor?

You have answered your own question in a way.
You proved the sensor does work off the manifold.
Now look for a vacuum leak, blockage to the sensor.
Back probe 12v and 5v wire when sensor is installed along with the ground wire and move the harness around to see if you might have a faulty wire.

Ok I will check that gasket. I did the wire wiggle test with no change.

To begin with the MAF sensor wires are 5Vref,Lowref and signal. P0107 means that the voltage of the SIGNAL was less than 0.20 Volts for more than 5 seconds.

Didn't know this.
Anytime I checked a 3 wire sensor it was 12 and 5 volts plus ground.
And 5 volts was reference to the ECM.
This terminology of 5v ref, low ref. and signal doesn't make no sense to me.
