Only 2 ways for oil to foul plugs. Valve seals or rings.

3 hole in the piston dome , usually from a timing chain failure.

So I have 145lbs of compression in 1.3.4 and 0 in 2.
Took a inspection camera looked into the combustion chamber and no hole in piston. Going to pull valve cover to see if I have a stuck lifter . Timing chain has not broken or failed.

Was the piston coated in oil ? As Don stated, there's only a couple ways for oil to get into the cylinder. A "stuck lifter" wouldn't be one of those ways.
Still believe you have a major failure in there.
I remember a while back a member here scoped his, didn't see any piston damage, then tore it down and found the edge of the piston broken off.

Do these engines even have lifters?

No compression + oil, usually indicates rings or piston damage.

Overhead cam kind of negates lifters.

More like a place for the cam to roll and push down on that rocker arm and force the valves open as the lobe rolls around
