Did you test the new motor? They have been known to be bad in the box.
The switch has been known to fail.

When they bring the car back I can test the fan easy but how would I go about testing the control panel?

The fan switch is a simple multi-position rotary switch. It chooses the path to ground via the resistor pack. I would check it for continuity.

I am also running into this problem. I have a 2010 HHR. My heat/AC stopped working last year... Trying to get it fixed so I don't have to go through another NY winter with no heat, especially since I have a baby. Today we replaced the blower motor (checked before install, it works), the relay, checked all the fuses (all good, including the BCM3), and checked the switch for functionality as well. Still have no power to the blower. It does not even work on high, so I don't think it is the resistor? I don't have an issue with leaks, everything is clean and dry. What am I missing?!

You haven’t replaced the resistor, but you changed everything else, and the HVAC still isn’t working, logic indicates then the resistor is the problem.

Assuming you mean fuse #4 on the under hood fuse box and relay #30 on the BCM have been tested good there must be a broken wire.
You are correct that if the resistor is bad you would have high fan only, not no fan. It might be pulled out.

However, what do you mean
heat/AC stopped working
? The AC compressor will not run if the fan is not on.
