Perhaps a previous owner had modified lighting and did not do a full uninstall. After that, I don't know.

And is there a test for the multiswitch for the current one I have or is it just buy another one and hope it is that?

Cheapest Multiswitch I can find is $30 used and a new one is $50.

Maybe someone has one that I could pay to ship to me and I could ship back after testing?

"Previous owner"? When people spend lots of money on generic upgrades they tend to remove them prior to trade in.

My uncle was the last owner.
He bought it with about 30k miles from a used car dealer.
Then sold it to me with 100k.
It now has 140k and he said the high beams worked when he bought it and stopped working around 80k, but didn't do enough night driving to worry about it.

My wife does more night driving so she has said to fix it.

The high beams relay is controlled by the body controller.

With the high beams on you stated the indicator on the dash works so that should rule out the muti switch.

The muti switch sends one signal to the body controller to request high beams. The body controller then activates the high beam relay and also turns on the dash indicator. It then turns off the fog lamp relay if equipped.

You may have a body controller problem. Will the headlights flash when you lock or unlock the doors with the key fob?

Do your daytime running lights work? These would be the high beam on low voltage
I have a used known good multi switch GM # 20940099 , AC Delco # D6254E. If you want to use it for testing

It sounds as though the multiswitch is not the issue.

From here does that mean I need to bring it to the dealership and have them check it out?

Is the BCM something I can do?

Is the BCM replacement as easy as plug and play?

Day time running lights work and I believe intermittently the head lights come on with the fob.

The replacement BCM would have to be flashed to your VIN and after that expense then it still could be the multi switch as per Murphy's Law
