Donbrew, that info all matches that the final, corrected quote looks like. Before I left, I went back out to my car and checked the harness that you linked on the prev page. I couldn't sit there and test the connections, but everything felt and looked secure, nothing seemed like it had come loose.
I am really at a loss, never worked with a security system at all - if this part 25807440 doesn't solve the problem, do I have any real recourse, i.e., remove the new part and refund part cost, etc?

That is exactly what I asked a few posts ago. Get it in writing.
it is just 2 RFID type chips that have to be matched to work, if it's not communicating it either is not getting power or the GM Lan is disconnected. The non locking steering wheel is puzzling, that leads me to think the power is interrupted.
Did anybody ever check fuse #10 on the BCM? That is the power for the chip.

I am pretty sure I checked fuses #8 and #10 in the cabin fusebox before taking it in, but I'm going to try and swing by the dealer to check them for myself again after work - I can totally see how they'd install a bunch of new stuff, charge me for it, and in the end all it really needed was a fuse.. Gets me angry just thinking about it.

I'm not saying dis honest, just incompetent. They will say "it's the computer" then charge the customer for a computer; oh, it's not fixed and electrical parts can't be returned and you authorized the repair; turns out a wire was laying on the exhaust and shorted out.

Yes, the incompetence seems to run high with these guys. I'm still in a bit of shock that they pointed to the TDM and said that's what they needed to replace, and then put a BCM on the quote. If I was completely ignorant and didn't catch the incorrect part number, I would've waited another day for them to get the wrong part in, still had a car that didn't drive, and ultimately would've still had to pay for it.

Surprise surprise, the TDM replacement did not fix the problem; everything was showing the exact same behavior / codes. I don't have to pay for the new TDM, it's not clear what's happening with the labor charges now though.
NOW he tells me they are looking for loose wires, and I told them to check fuses #8 and #10 in the cabin.
I'm tempted to pull my car from them and tow it to another dealer, where hopefully I don't have to help the tech with part numbers, codes, and fuses.

I was looking at a few more schematics. The accessory power from the key switch goes directly to the TDM. Another prime suspect is the ignition switch harness comes off the switch and the connector is right in front of your right knee under the dash.
This is a GM dealership? They don't have a Tech2 scanner? That's what they want the diagnostic fee for. If they had plugged it in they would know what wire to look for.
I have twice run into GM techs with certificates on the wall that could not do basic tests with the Tech2 Scanner.

Tell them to open the HHR service manual to DATA COMMUNICATION SYSTEM/Diagnostic Information and Procedures.
Does DTC U0100. U0101, U0121, U0140,U0126 sound like the "several lost communications codes" they reported? That chapter goes into what button to push on the Tech2 to diagnose.
