Not floor or defrost air flow

No floor or defrost air flow
Dash vents work, but not floor or defrost.
Air temp changes, hot to cold, in relation to temp control knob. That seems to rule out blend door problems.
I have checked all fuses that appear tp be related to air movement for continuity and tightness. Also pulled rotating switch, unplugged wire connector and re-inserted. (Did not check for current.)
Am assuming the problem is with diverter.
Have spent several hours reading all posts I can find relating to a/c problems.
Can diverter be accessed w/o removing dash as with blend door?

There is one motor for temp and one for mode. They are one the drivers side under the dash and I beleve it can be changed without pulling the dash. I have not replaced one in an hhr but I beleve that one is right next to the other.
