Some of the Dorman supplied fobs are junk. I recommend you get a genuine fob and use the programmer for it.
What is this "holding the unlock and turning key twice" trick? What is it supposed to do? If that comes from the interwebs, it is excrement. Is it part of the Dorman instructions?
What seems to happen with the Dorman programmer is that people use them to program a Genuine fob then return them for refund, the vendor then resell them as new. The modules are only good for a limited number of uses; 4, I think. If you futz with the fob too many times you use it up.
If the car has remote start enabled you can use a 4 button remote by pushing Lock and Panic at the same time.
As to replacing modules from different cars with different programming, instead of doing it correctly you are on your own.

The original thread that you hijacked was about replacing the modules with ones from a junkyard Cobalt instead of fixing the problem. The OP never clarified what modules he meant.
What shade is being thrown?
Buying basket case cars (I bet with salvage title) gets the same advice: "you are on your own" because fixing what somebody else mucked up is not something that can be done here.
If you HHR is a 2008 The RCDLR needs to get updated firmware so that the TPMS will work. The batteries in the TPM sensors sometimes last as long as 10 years.
GM fob circuit boards don't cost much on Ebay and the Dorman programmer work for any brand; it is the car that gets programmed with the serial number of the fob.
Airbag light is probably on because either the bags were removed or the Computer module was not replaced after a deployment, maybe both.
Don't try the "poor card" on me. I live on$1200 a month from Social Security plus Medicare and Medicaid while I sit in a wheelchair. Sob,sob.

Well, so much for the most common explanation for no RS. A high-end scanner might be able to tell you why. That your lights flash says the car is so equiped. Just to make sure, you could check the sticker for RPO code but I don't remember it. Any issues with the shifter? With the ignition switch? Was the recall done?

Seriously, if the key works in the door and the ignition, save the fob issues for later and focus on the other stuff, because many codes will keep the remote start from working anyway.
