I can't get the bolt out.
I've tried both 18" and 24" breaker bar and even a 1/2" electric Ridgid impact gun (manual says 2,250 in lb)
The bolt won't budge and I'm applying enough force with a breaker bar that I'm moving the engine and am concerned the pry bar wedged in the balancer will bend or let loose.

The torque wrench isn’t the tool to use as a breaker bar.
I used my 1/2 drive 24 “ breaker bar and the handle from my HF aluminum jack for an extension of leverage

My cheap HF air gun did mine.

The spec is 74 ft. lb. + 125 degrees. that translates to something like 180 ft. lb.

I guess that means that it has been off before and replaced by King Kong.

This is great advice. Once you get it out...

OP, if it's an auto, make sure it's in Park. Manuals should be in 5th gear (and wheels loaded if you can).

Both increase the engine's resistance to just turn, and should help you loosen it...

I I only use the torque wrench to confirm that 125 foot pounds wouldn't break the bolt free.

I have a new bolt, washer, & seal but can't get that bolt off.

Thanks.
It's an automatic and was in park.

You need a better impact gun. Trying to turn against the bolt with just a wrench is only going to allow the crankshaft to turn before it breaks loose. The impact gun has the advantage of "rattling" it loose so to speak.
Learned this lesson the hard way on several things over the years. Tried to take some blades off a bush hog deck one time. 1 1/4 nut wouldn't budge with a 4 ft cheater bar. Impact gun with 150 psi behind it got it off.
