I can't get the bolt out.
I've tried both 18" and 24" breaker bar and even a 1/2" electric Ridgid impact gun (manual says 2,250 in lb)
The bolt won't budge and I'm applying enough force with a breaker bar that I'm moving the engine and am concerned the pry bar wedged in the balancer will bend or let loose.

You need a better impact gun. Trying to turn against the bolt with just a wrench is only going to allow the crankshaft to turn before it breaks loose. The impact gun has the advantage of "rattling" it loose so to speak.
Learned this lesson the hard way on several things over the years. Tried to take some blades off a bush hog deck one time. 1 1/4 nut wouldn't budge with a 4 ft cheater bar. Impact gun with 150 psi behind it got it off.
