They only do what the customer asks them to do. They never look for TSBs. Updates come from the shops data terminal to the Tech2. Your car is never going to get updates "over the air", that is a new system that hasn't happened yet. Independent shops can access TIS2web and all of the updates, for a price; not really that much about $100/day. If they lined up several jobs in one day it would be profitable. Service writers don't diagnose; the write down what the customer tells them (in few words)
The GM shops I have experience with have 1 guy with a Tech2 and he usually has no idea what it does.
TSBs are not free work, like a recall even though recalls are usually TSBs. Many have rate codes attached. They are instruction to a mechanic what to do if "a customer comments". Mechanics "know everything" and can't be bothered being told what to do. One of the things they are supposed to know is how to download and install updated soft/firmware.
I have carried a hard copy of an official GM TSB, on letterhead, into the service department and seen it thrown into the trash unread.
