At first i thought it was dust but upon closer investigation seems to be overspary from the paint they use to color the backround

 

Looks more like what the dealer did in detail! did they wipe something on the top of the dash. looks like finger prints and smudge marks in the pics

 

when I bought my hhr I also observed spots like of some spray, that did not take off with anything until I disassembled the plastic of the cluster and by hand polished it with carpolish and paint cleaner, the spots were on the outside not on the inside as I thought .

 

Is this a new car? if so get dealer to fix. if not try taking the clear plastic off and dust/clean. Hope you get it fixed without being a headache!
