Try another dealership so long as it’s a GM dealership, say a local Buick dealership

The part is down to around $50 labor is about 30-60 minutes at an independent shop.
How do they know it is a salvage title? Did they ask? Is it any of their business?
Do you get the message on your DIC? Have the codes read they don't cause a CEL C0475 or C0550. For this show them TSB #07-02--32-007B

It starts from the early stage of the problem to the end resolution. The print out is in the last post.

If that is too difficult direct them to recall bulletin 14119 (that is a NHTSA document) The actual recall applies to 2009-2010, but they later extended the warranty to ALL non-turbo HHR. https://static.nhtsa.gov/odi/rcl/201...4V153-4506.pdf

Sleezy business practices deserve to be punished. Maybe arm yourself with the official NTSB recall notice and alert the BBB. I did that and got a $700 refund for other dealership problems.

Old Blue is most likely correct , but iffy wiring can create these types of situations, too. Check the connectors for evidence of water intrusion (whitish or greenish crusty stuff), and have a look at wires and covering for any evidence of chafing, pinching, etc. Intermittent lights are tough to solve, but a lot of them are caused by wiring...

2007 HHR EPS issue

I've attached the actual NHTSA document that identifies GM Technical Service Bulletin 14119. Read the entire document. Note: GM bulletin number 14119 will be implemented for model year 2006-2008 and early production of 2009 Chevrolet HHR (non-turbo) and model year 2003 Saturn ION to provide EPS Motor replacement for the life of the vehicle. I took my 2007 to the local Chevrolet dealer with a copy of this document in hand explaining that my power steering constantly quit working. The Service manager looked it up using my VIN # and scheduled me in. Yesterday (12/27/2019) they replaced the motor without ANY cost to me. He chuckled a little making a comment that this extended warranty is most unusual in that it is for the life of the car without any time-limit. Thank-you General Motors for doing the right thing.

Glad you stood up and took the documents into the dealership, and they replaced the EPS motor!
