Yes I did. I've got no continuity between the pins on the bottom of the fuse box and the pins on top where the relay plugs in so I have to assume there is a problem in the fuse box.

How did you test the relay?

If the a/c is not operable I don’t think the cooling fan will come on just because you push the a/c button.

The a/c compressor clutch is burnt up so I need a compressor. The fan does not come on at 200 degrees which I assume is due to the fuse box. Now I just have to decide if a car with 215 thousand miles is worth the expense and work or if it's junk time.
Like donbrew said, the fan turns on at 217(ive also read 219).

Then try tightening the bolts in the fuse box. I would loosen them then crank them down really tight, past the point you think something will break.

Separate and install the box. Like they say tighten hard.

Well I replaced the fuse box with no luck so I ordered a refurbished and reflashed ecm and low and behold the cooling fan comes on at 217 degrees. It still does not come on with the a/c but I suspect that is because the clutch on the compressor was destroyed by high head pressure due to no cooling fan. I also discovered tonight that the temperature gauge only reads about a quarter of the way up at 217 degrees. I am going to change the temperature sensor in the morning. Now I have a code P0315 and a check engine light due to the new ecm needs a relearn for the cps. I will have to check around and see if I can get it reset. I tried the manual method but it didn't work.

There is no manual method, you need a computer like Tech2.

I know a guy in town that owns a shop and I believe he may be able to do it for me.

"install scan tool" is step #1.
Scan tool is not the same as a OBD2 code scanner. It is a computer like a Tech2.
