Rear Hatch wont lock

Rear Hatch wont lock
I have an '07 LT 2.4. Had it about 4 months, and have been working thru fixing a bunch of things. Just about done, but I am having an issue with the rear hatch. First, I do not have a working key fob at this time. One came with the car but it didn't work. Tried new battery, still NG. I did order two new fobs and key blanks, but the nearest GM dealer is sketchy about their ability to program them. "Just bring it and leave it, and we will see what we can do". The key I do have does work to manually unlock drivers door. And I use the door switch to lock the doors. The issue is with the rear hatch. It opens and closes fine, but I discovered it will not lock. Even with all 4 doors locked, you can still open the hatch. Since I see no rear key lock, and there doesn't appear to be any manual lock on the rear hatch lock, I am assuming that the system is supposed to disable the rear hatch electronic release button when the vehicle is put into a lock all doors mode. I can't find any info on the rear hatch locking system in the manual. Any thoughts?
Thanks

Locksmiths usually have the tool to program fobs. After the key is cut you can match it yourself using the procedure in your Owner Manual (link in my sig). GM dealer parts departments and maybe locksmiths can sell you a key cut to your VIN.
You can buy a Dorman fob programmer, good for 3-4 uses any brand fob, I recommend you get Genuine GM fobs to go with whatever comes with the Dorman product.
Check for recalls, link in my sig. The ignition recall comes with 2 new keys.
A fuse in position #11 disables the liftgate lock.

The fuse box is used in several applications, some that use that location. Some people don't bother reading the Owner Manual or looking at the fuse map on the lid and assume all positions need a fuse. It is labelled "not used" or "empty"..
