If the option is not there you don't have it. Look at the hood latch, does it have an electrical connection to it? Not the impact sensor behind it.
AP3 does not mean RVS in all years. It actually means it has a RCDLR for 2007. Other years it means hood latch switch installed. If it was a rental in a former life, it is likely ordered without.

ABG tends to buy models in bulk, which pretty much all the same options, so I suspect there's lots of ABG HHRs running around with RS... if I remember correctly, the few Hertz ones I've looked up for people were without

That is why it is so easy to get an Owner Manual. If the link in my sig doesn't work GoOgle does, and technically speaking the manual is "mandatory safety equipment" that is supposed to be delivered with a used car. If you buy a car from CarMax they give you a voucher to get a printed one if it is not in the car.

I'm not saying it's not easy or available, but that there are lots of people that a) don't know about it, and b) don't even know to ask

My personal experience:
"those are Mag wheels" .......plastic wheel covers
"Doesn't come with a fob"......until you look in the cargo boxes
"never been in an accident".......until the CarFax gets updated in 3 months
the paint on the body bolts is missing because "they are all like that"
