Lug nuts torque to 100 lb ft on clean and dry threads.
Did you break-in your brakes before high speed driving or heavy braking?

along with the torqueing spec's and tightening the lugs in the "star" pattern, make sure you clean the mating surfaces of the hub and rim very well....use a wire brush on rust and dissimilar metal corrosion.....as per GM's TSB. Also, either remove or be extra careful with the retaining clips found on the hubs. They have been know to cause problems such as you discribe.

Is it funny good or funny bad?

I had cross-drilled rotors (front & back) on my last car and they often made a faint "wizzing" sound, especially when cold or wet. It was perfectly normal in my case, it was just the sound of the holes passing by the brake pads. There were no actual vibrations though.
