along with the torqueing spec's and tightening the lugs in the "star" pattern, make sure you clean the mating surfaces of the hub and rim very well....use a wire brush on rust and dissimilar metal corrosion.....as per GM's TSB. Also, either remove or be extra careful with the retaining clips found on the hubs. They have been know to cause problems such as you discribe.
