I have a 2007 HHR. Over the last year, I've noticed that if I drive it over 55 the steering wheel starts to shake. Since then, I keep it to short, local drives and only when necessary. What could be causing this? I've been told it is probably the tie rods, but I want to make sure before I buy the parts.

My first thought is tire balance/bent rim.
It would probably be smart to go to a professional to have the front end diagnosed. We could tell you to start throwing parts at it until it is fixed but that is kinda silly.

Slipped or broken belt in tire (had this issue with wifes car) unbalanced wheel, tie rod or ball joint and it could be but rare the hub ( had a van that that happened to on the rear and thought it was the front wheel doing it)

Welcome to the site, a bad upper engine mount or worn steering rack or the LCA rear bushings are shot!
To test the Lower Control Arm bushings, park you’re HHR in a level flat paved or concrete surface , then push the top of the wheel towards the rear of the HHR it shouldn’t move of make any noise, if the tire rolls back abit then replace the LCA’s
