Solenoid not engaging after motor rebuild

Got it working then had a bad new timing tensioner, pulled everything back out as couldn't imagine messing up the chain sequence. Everything is back in and now once I turn the key to engage the starter (we have it hooked to a test light right now) it activates it, the second time we try it does not. We have to pull the key out wait a little bit re insert it and then the same thing, first time to ignition light off the solenoid wire lights but then not again.

That might have something to do with the way the starter works. Normally you just turn the key to "start" and let go of it; the starter runs until the motor starts or it times out. There is probably a delay in it also, like an A/C compressor has to wait 2 minutes before it can restart.
