Starter problem after ignition recall repair

Sorry for your problems.
I see whopper is answering as I type. He's spot on with his answer.
Your description sure sounds like a low or bad battery. Most of the electrical accessories will still work with a low battery even if the car won't turn over.
You could try jumpstarting it, BUT beware! Jumpstarting a HHR is a delicate procedure. Many have done it incorrectly and blown fuses in the process. Only try this if you are certain of the procedure.
Option 2 is hook up a battery charger, charge it and make sure you it has full voltage charge.
Like whopper stated, a month later it's most likely not related to the recall work.
