Steering Air Bag

Hey (again), I noticed my previous owner disconnected the two wires that run from the steering airbag system and into the column. My previous owner had the car shipped here, so I was thinking maybe they had to remove it to prevent any mishaps on the way here...
Would you suggest I connect them back (I wanna get rid of the service air bag error) and how can I be sure they won't accidentally deploy in my face and kill me?
Is there a way I can check it myself before connecting it to know if the airbags are good or not?
The people we have around here who call themselves mechanics are more or less ignorant of the American car systems, so I said why not.

Disconnect the negative cable at the battery, 30 minutes before you reconnect those air bag wires. Then reconnect the battery negative cable .

Seems like they would just pull the fuse and disable all bags.
