Time to replace starter 07 HHR 2.4L?

Well, it was definitely the starter. I pulled the old one out and the gear inside was sliding back and forth, and pieces of magnet/inductor were falling out slashing with what looked like a cover or shield that was cracked. Once I swapped it, the car started immediately. It drags now and seems to waste a bit more gas but it may be that my tires are low too. Would a p0341 obd2 code have anything to do with that?

The code of P0341 refers to the Crankshaft Position Sensor, not the Camshaft Actuator Solenoid (which would be typically indicated by a P0010/11 or P0013/14) - you might want to check into that a bit deeper.

Yeah. I just had 2 ignition recalls done on my car and the check engine light and traction control light came on. The dealer scanned the codes and said it pointed to the solenoid. I'm gonna try that one first.
