A busted up bendix drive from the starter?
a backed out torque converter bolt or two?
broken front timing chain guide?
broken balance shaft chain?
lots to inspect.

All timing components are accounted for and appear to be in operational order. Nothing missing nothing broken starter looks fine flywheel looks good not all chewed up or bent. The torque converter bolts i can see look tight and non that i can see look like they have any damage on them from hitting something. Should the oil pump have a bout 3/4 to 1 inch of play before it feels like its turning anything inside of it?? I'm going to be pulling the oil pan off in the morning to see if it is the mains or rod bearings that are locked up. When I did all that work to the car the only thing I didn't do were main bearings . I didn't have a way to pull the engine out. But I'm thinking oil pump failed and either the pistions locked up or the crankshaft locked up. But I cant get the motor to turn at all.

This is reaching a bit.
I had an engine that was locked up because the bearing in the tensioner for the serpentine belt seized.
This was a 3126 Cat diesel truck engine.
I was amazed at how that belt held the engine from rotating.
Maybe the tensioner on your 2.4 is bad ?

Worth a try , just move the pulley up and remove the serpentine belt.

Exactly.
Can't see a bottom end problem, I would think the oil light would come on.
Never saw an oil pump stop an engine from turning over.
If the chain broke I would think it could try to spin over or at least move a little. And a code ?
Starter Bendix I say no because the car was going down the road.
Battery going south as you drive ? That's a long shot also.

Hmm, tried to start engine a loud click and nothing. That was my indication to the bendix drive. Could be the starter solenoid gave out!
battery is back up to 13.2 volts.
You did say the starter looks good and you have removed it , but you still can’t turn the crankshaft, right?

You stated you installed a new head, did that include camshafts?

Anybody recall that situation when a member received a new head but the camshaft for the intake was different? I believe that resulted in a no compression issue, so that leaves that out!

There were 2 with the wrong camshaft, this was one of them.

Part of this issue is that it stalled while driving. Then it wouldn't crank.

The engine was a running piece and then it stopped.
If it didn't turn over from the get go then there was a problem.
Look, let the guy remove the belt and see if it spins over.
If there is wrong cams and now bent valves we will know.
