Are you talking about mine? I just painted over the caddy emblem after a light sanding to help it adhere.
Ive since redone them in gunmetal grey with bowtie emblems. The Duplicolor wheel paint in spray cans seems to hold up pretty well. Just do many light coats and use their specific wheel clearcoat.
And yes, I have gotten new lugs since this pic, costco sells a complete set of chrome lugs for about $10.
