We bought our ‘06 used and it came with a set of Prime Well 215/55 R16 tires on it. They seem to have a pretty aggressive looking tred and do well on rain wet roads.
A quick search tells me that these are Firestone tires or at least are sold at Firestone dealers. I can only imagine that they are made in China like everything else in the world seems to be nowadays.
I have not had the buggy long enough to know how it will do in the snow.
Even though the tred looks like decent snow tred the tires are not particularly noisy even at highway speed.

Primewell Tires are private label tires made by Giti Tire in China for sale by Firestone retailers in North America. I've seen them becoming quite popular around here with dealers and used car lots, they are what they are, affordable tires that allow dealers to say "look here, we even put new tires on it".
As long as you're not overloading your HHR and you pay attention to your tire pressures, I'd just run them until they wear out.
