No. Neither of those will work. Those are 4 lug rims. HHR’s have 5 lug hubs and rims.
Your car is just missing the hubcaps. Find some replacements.
If they are 4 lug they obviously won't fit on a 5 lug. The wheels must be 5X110, that means 5 lugs 110 mm bolt circle. The maximum height is about 26 inches; the limiting factor is the spring mount on the front struts.
f you are looking at used tires be sure to be aware of the mfg date, tires have a shelf life. The mfg date is stamped on all tires, there are lots of internet resources for decoding the DOT codes.
Yeah, you could go to 26" tire O.D., but closer to the stock size won't mess up your speedo. Also, the proper offset is about 42mm.
tirerack.com and others will show you wheels and tires that fit. Some wheels are surprisingly affordable, around $150 each, shipped. Best deal is when you need both wheels and tires. They quote you mounted, balanced, shipped for free. Just mount them in your driveway!
